The straps are adjustable so the waist can be worn a little higher or at the waist. I want to buy ten more of these! Fit: do not be afraid that it will be too small, I've noticed more sellers from China have adjusted their sizing to U. S. So, I'm a large, got a large, and it's perfect. It's comfortable for me, I could have gotten a medium if I wanted a tighter fit. It goes just above my knee, I'm busty and the top is not tight. Currently 5'2" 140 lbs, bust 34DDD, waist about 30, hips about 40. If you are smaller on top you won't need a large because the waist is elastic and the skirt is roomy.
